Kayla Effertz Kleven is currently the Executive Director of the Bismarck Public Schools Foundations. With over six years of experience working as a senior policy advisor for Governor Hoeven and Governor Dalrymple. Her primary portfolio has included education, agriculture and tax issues. She also is co-owner of Olson Effertz Lobbying & Consulting, LLC, a joint venture that is ready to transfer their established contacts and working knowledge of North Dakota government, higher education and industry into advocating for the best clients in the state of North Dakota. Kayla graduated from the University of North Dakota in 2005 with a B.B.A. in marketing and a B.A. in communication. She earned her M.S. in educational leadership in 2007 while working as the Assistant Director of First Impressions at the UND Wellness Center. In February 2008, she moved to the Bismarck-Mandan area to work at the North Dakota Department of Commerce Workforce Development Division. In 2010 she was appointed by Governor Hoeven to serve as a Sr. Policy Advisor and has continued in this role for Governor Dalrymple. As a senior policy advisor, she served as the liaison between the Governor and appointed cabinet officials in crisis communication, budget, human resource and other policy and operational matters. Accomplishments include working on the k-12 and higher education funding formula reforms, and traveling to Kazakhstan to represent North Dakota on a trade mission. Effertz grew up on a farm and cattle ranch near Velva, ND. She is a volunteer with the Burleigh County 4-H Livestock Committee and a member of Good Shepherd Lutheran Church where she serves on the Endowment Committee.
