Senior Policy Advisor, Governor Jack Dalrymple, Bismarck, ND
Kayla is a Senior Policy Advisor for Governor Dalrymple with the primary portfolio assignments of education and agriculture. She graduated from the University of North Dakota in 2005 with a B.B.A. in marketing and a B.A. in communication. She earned her M.S. in educational leadership in 2007 while working as the Assistant Director of First Impressions at the UND Wellness Center. In February 2008, she moved to the Bismarck-Mandan area to work at the North Dakota Department of Commerce Workforce Development Division. In 2010 she was appointed by Governor Hoeven to serve as a Sr. Policy Advisor and has continued in this role for Governor Dalrymple. As a senior policy advisor, she serves as the liaison between the Governor and appointed cabinet officials in crisis communication, budget, human resource and other policy and operational matters. Recent accomplishments include working on the k-12 and higher education funding formula reforms, and traveling to Kazakhstan to represent North Dakota on a trade mission. Effertz grew up on a farm and cattle ranch near Velva, ND. She is a volunteer with the Burleigh County 4-H Livestock Committee and a member of Good Shepherd Lutheran Church where she serves on the Endowment Committee.
